Government regulations regarding compensation for village and farming land requisition have always been clear, and there are strict procedures to regulate their proper implementation. Our investigations revealed that the government of Panyu district did in fact abide by the relevant regulations, and duly made available all payable funds to the township and the village under the supervision of the Discipline Inspection Department and Auditing Department. It was the village committee that kept all the land compensation payments, and held onto it until such a time as it deemed opportune to invest the money for the collective benefit of the village. However, the Beiting village committee was not transparent about how it intended to retain, and later redistribute the funding, and many villagers were similarly repulsed by some local cadres’ appropriating part of the funding for their own personal gain. There was an expectation that the government would deal with this issue according to law, as its own interest was also closely connected tied to land requisition compensation, but such wishful expectation was sadly misplaced. The villagers received no rightful and effective explanation either before or during the requisition; only violent and inhumane treatment during the demolition. Their experience both of the demolition and the bungled compensation process has left the villagers bewildered and at a total loss for understanding.
