He was underwater, unable to see, unable to breathe. He opened his eyes to dark, murky waters that were bone-chillingly cold, watching vague shapes move past him in the darkness. They didn’t move closer to him, only past him, as if he didn’t exist.

A light shone in the distance—it was a pinprick of light, only a small gleam in the vast inky darkness that swirled around him. He swam toward it, his lungs already straining against the pressure of holding his breath.

The light appeared before him, bright and vivid, pushing away the shadows that swam past him. He reached out to touch it, but as his fingers met whatever it was, he gasped for breath. Water poured into his mouth and nose, clogging his senses, choking him.

It had been salty and briny, and he’d awoken from the dream gasping as if he’d truly been drowning.

And so here he was—sitting up in bed, drenched in sweat, trying to calm his breathing and steady his nerves. The dream had made his heart pound. He shook his head. He needed a shower.

The sky outside was a hazy rose color as he shuffled to the bathrooms, and he groaned. He was never awake this early on purpose, and he’d been up late enough last night that the lack of sleep was making him feel like a mess.

The shower did little to wake him up, but he felt semi-coherent as he shoved his legs into his uniform pants and buttoned up his undershirt, forgoing his blood-red necktie but throwing his jacket over his shoulder.

The knock at his door was short and sharp, a rapping he knew well—the vice commissioner.

Vice Commissioner Farrow was the commissioner’s right-hand man. He also functioned as the lieutenant for the twentieth when it mobilized in times of crisis. His dwarven stature often meant people underestimated him, which Kellan had discovered quickly was a mistake. There was a reason they had selected him as the vice commissioner, and it wasn’t because he was kissing anyone’s ass. The only person the vice commissioner outwardly respected was the commissioner himself.

“Kellan? In there?” Vice Commissioner Farrow’s gruff voice sounded through the door.

“Gimme a sec,” he called, tying the laces of his boots before standing and opening the door to see the vice commissioner scowling. “Where’s my service with a smile, Vice Commissioner?”

The vice commissioner’s frown grew even deeper. “I ain’t dealin’ wit yer shit today, Manchester. Commissioner thinks you’ve got ‘nother body,” he grunted. “Astra River, North Bloomside, by the city walls. I’m comin’ wit yeh.”

“The commissioner thinks it's related to my case?”

The vice commissioner shrugged, turning toward the door. “Don’ know, yeh should check it out anyway.”

Kellan shrugged, following Vice Commissioner Farrow out the door and to the parking garage. The Legion vehicles awaited them; large, bulky, and painted all black, they were incredibly intimidating. They reminded him of fancier, more militaristic versions of the wyvern racing chariots they used outside the city.

“When did the call come in?” Kellan asked as he settled into the passenger seat of one of the smaller buggy-like vehicles.
