Once More, Nansen Intervenes

Well before the repatriation of prisoners-of-war was completed and the Russian famine was over, Nansen had been asked to undertake the more difficult task of finding a solution to the Russian refugees fleeing the Soviet regime and the fighting connected with the Civil War. Some significant work had already been undertaken to relieve their distress by voluntary organizations, such as various Red Cross societies, the American Relief Administration and the Save the Children Fund.

A telegram from Gustave Ador, in his capacity as the President of the International Committee of the Red Cross, brought this matter to the attention of the thirteenth session of the Council of the League of Nations on 20 February 1921.[15]

I beg you on behalf of the International Red Cross to convey to the Council the gratitude of the International Committee of the Red Cross for the great work which you have done to enable us to bring the repatriation of prisoners to a satisfactory conclusion. Thanks to the energy and devotion of your commissioner, Dr Nansen, the problem is now almost solved and all the prisoners are on their way homeward.

This magnificent success encourages us to submit to you a fresh proposal which you will find more fully treated in a memorandum drawn up by the International Red Cross after consultation with the most important organizations which are already taking part on relief work among Russian refugees.
