The first objective drafted by the Government of India in the policy is “To create a secure cyber ecosystem in the country, generate adequate trust and confidence in IT system and transactions in cyberspace and thereby enhance adoption of IT in all sectors of the economy”.7 Being the objective Number One, creation of a secure cyber ecosystem in the country is the key focus area of NCSP 2013. For creation of secure cyber ecosystem, NCSP 2013 recommends eight aspects as under:

1. To designate a National nodal agency to coordinate all matters related to cyber security in the country, with clearly defined roles and responsibilities. Presently NTRO has been entrusted with this job and has been made responsible for coordination of all cyber security related matters. How far has NTRO succeeded in this task yet remains to be seen. Eventually this job will be taken over by the National Cyber Coordination Centre, which is likely to be raised and made operational by end of 2015/ mid 2016.

2. To encourage all organisations, private and public to designate a member of senior management as “Chief Information Security Officer” (CISO) responsible for cyber efforts and initiatives. The CISO would not only be responsible for coordinating all aspects of cyber security within the organisation but is also expected to act as a single point contact when dealing with the national nodal agency. While the NCSP talks of the role of the CISO, it hasn’t made it mandatory for private companies to ensure its presence. This may be a shortcoming in the NCSP and must be amended.
