What was true for the Red Army was also true for the Soviet government. The Soviets were ready to defend Moscow tooth and nail, but they were also ready to evacuate it if need be. They were already preparing defenses to the east of the city, and the region around Gorkii, 250 miles beyond Moscow, offered good north-south railroad connections to support the defenders logistically. While one cannot absolutely rule out a political collapse if Moscow had fallen, it appears highly unlikely. Barring such a collapse, the fall of Moscow would not have won the campaign for Germany.
