1 Before the attack on the USSR, the German high command had already issued orders that removed the actions of German soldiers toward Russian civilians from the actions of military courts and explicitly approved collective reprisal against entire villages, thus providing a shooting licence against Russian civilians. 2 Saint-Loup is not the only collaborationist who played on the word “partisan.” The Radio Paris speaker Jean-Hérold Paquis titled “Words of a Partisan” an article he published on August 10, 1944, in what must have been one of the last issues of the collaborationist weekly La Gerbe (Cotta 285).
