The interview data show that in order to attract investments, the DGs sometimes order the DEBs to provide children of important fund-holders with school places of high quality. As mentioned above, children thus admitted are nicknamed “memo-students.” To some DEBs, giving children of investors “special attention” is a must:

All children of those who have invested in the district should be admitted with special attention. . . . Even if a school has already fulfilled its enrollment scheme, it must admit these children under exceptional circumstances.
