In addition to saving public funds for production, minban education plays an important role in attracting outside investments. High-ranking administrators and staff of large companies sometimes have school-age children. Whether the children can get access to quality education sometimes may influence the direction of the companies’ investments. The interview data show that in order to attract investments, the DGs sometimes order the DEBs to provide children of important fund-holders with school places of high quality. As mentioned above, children thus admitted are nicknamed “memo-students.” To some DEBs, giving children of investors “special attention” is a must:

All children of those who have invested in the district should be admitted with special attention. . . . Even if a school has already fulfilled its enrollment scheme, it must admit these children under exceptional circumstances.
