Intentions

Let us briefly consider now one final attempt to salvage the regularity interpretation of action-explanations. Reverting to our embezzlement example, it could be argued that what really explains that action is not that the embezzler wanted to be free from debt (as we saw, he might have wanted this, but not embezzled), but that he intended to bring about his freedom from debt (and believed embezzlement was the best or only means to do so). The following deductive argument might be constructed:

Premise 1: Whenever a person believes an action to be the best or only means to bring about a situation he intends to bring about, and is able to perform that action, he performs it.
