Given the effect of the interaction between DTOs and society, and the state’s security apparatus, these processes should be borne in mind.

In sum, much of the growing literature regarding arguments in favor of the depenalization, decriminalization, or legalization of drugs revolves around public-health, economic, and moral arguments. The intent here is to analyze the negative impact on security—international, bilateral, and domestic—that comes about as a consequence of attempting to deem illegal the consumption of certain substances. The paradox is that by “securitizing” this particular issue, sovereign governments are undermining their authority, credibility, and legitimacy with the very populations they purport to serve and to protect by their policies.
