Analysis of the arguments of policy elites supporting or opposing GM crops

Field-based study in Delhi and Hyderabad

Introduction

This chapter deals with interviews done with policy elites. As mentioned in the previous chapter, the overall field study has been conducted in three phases. This chapter brings the details of the first phase of the field study. In the first phase, some of the renowned social and political elites whose organisations have been involved in influencing policy decisions on GM technology were interviewed. A total of 13 such elites1 were interviewed. Among them are scientists and directors of reputed research institutes; current and ex-members of government-appointed GM regulatory bodies; an ex-national professor of the Indian Council of Agricultural Research (ICAR); and directors and activists working for civil society organisations like Anthara, Centre for Sustainable Agriculture (CSA), Navdanya, Gene Campaign, Bhartiya Kisan Sangh (BKS) and Swadeshi Jagaran Manch (SJM). Through the field study, an attempt has been made to understand the priorities and rationale behind decisions to support or oppose GM technology. For the study, an open-ended questionnaire was prepared and sufficient time for discussion was given to the interviewees to explain the reasons behind their stands.
