Soon after this the League of Nations applied a Pragmatic Sanction, and things became very confused because people began pretending they knew what it was, whereas nobody really knew or, indeed, has ever known. France, however, was sure it meant something rude, and said she wouldn’t stand for it, thus starting the war properly.

Puzzling Behaviour of Admiral Mathews

After Admiral Haddock, a scion of our oldest sea-going family, had courteously allowed the Spanish squadron from Cadiz to join the French one at Toulon and so dominate that part of the Mediterranean, nothing much happened until, just before the French declared war, Admiral Mathews actually attacked the Franco-Spanish Fleet off Toulon. The opposing fleets being about equal, Mathews didn’t bother to form his line before engaging, so that he used only half his force—which was very decent of him indeed. But Their Lordships took the viewthat this chivalrous action in no way lessened the treachery of an attack before the official declaration of war, and they dismissed him from the Service with the Greatest Ignominy. Since then we have always let the enemy do any attacking before the declaration of war, unless the situation is such as to render a Great Strategic Victory impossible.
