Examining the distribution of CDBG funds by aldermanic districts without looking at the CBOs funded in those areas may be misleading for several reasons. It may not reveal which CBOs, in terms of racial composition of directors and staff, were receiving CDBG funds in those aldermanic districts. Because an aldermanic district was considered majority African-American did not mean that CDBG funds were going to African-American CBOs in those areas. African Americans might not have made decisions related to the jobs associated with operating those CBOs. The results in Tables 5.7, 5.8, 5.9, and 5.10 showed that African-American CBOs did not receive a major share of CDBG funds awarded to majority Caucasian aldermanic districts. African-American CBOs only received CDBG funds in one Caucasian aldermanic district, district four. Whereas Caucasian CBOs were a significant provider of services in African-American aldermanic districts, African-American CBOs were not major service providers in Caucasian aldermanic districts.
