According to Table 4.8, only 11 per cent of the trainees strongly agreed that the training at the LBSNAA is oriented toward the future (11 per cent agree, 7 per cent neither agree nor disagree, 23 per cent disagree, 39 per cent strongly disagree and 9 per cent have no comments). However, the respondents qualified their assessments by adding that it was not easy to identify future training needs. To make things worse, the public agencies are not making any contribution in making their needs and priorities known to the Academy.

Based on the totals for the responses to the various questions focusing on the capability of LBSNAA to anticipate future training needs (Table 4.9), a maximum number of the trainers neither agree nor disagree that the Academy anticipates future training needs. The varied responses from the trainers suggest that the trainers are either not willing to disclose their actual position or do not have an adequate understanding of the concept of future training needs. Three kinds of training are usually organised at LBSNAA, i.e. training for fresh recruits, in-service training, and induction training for state services to be inducted into IAS. Another Deputy Director and senior trainer found it easy to identify future training needs for new entrants to public service, but considered it difficult to do so for senior officials (Interview, June 2000). In an effort to overcome this difficulty, trainees are asked to identify changes as observed or experienced by them. Their observations are used as case studies for in-service courses.
