The unified breakdown repair service department (edinaia dispetcherskaia sluzhba, EDS)

In the Soviet period, residents had two options to influence decision-making regarding breakdowns in the housing and utility sector: they could call the dispatching office of the relevant housing or utility company, or they could submit written claims for repairs.

There are two types of possible breakdowns characteristic of infrastructural networks: scheduled breaks in the service in order to carry out repairs, or unexpected damages. Such breakdowns are handled by several dispatching company offices that are responsible for particular elements of the urban utility network, like water, gas, heat, or electricity supply. That is, all housing and utility companies have their own breakdown repair service departments with a separate hotline number, transportation, and trained staff. Emergency departments of the heating utility, Teploenergiia, and water utility, Vodokanal, work 24 hours a day. They repair leakages in water and heating pipelines during the night. Emergency offices of housing companies usually operate at night only. In the words of one manager:

The emergency offices of housing companies operate from 5 pm until 8 am, while the housing company itself operates during the day. During daytime, any problem can be resolved by the housing company itself. But who can help residents at night? For example, there are damages in the sewerage network. Somebody should clear it out. Certainly, each enterprise has an emergency service, which is responsible for such damages.

Q: That means that the resident should call the emergency office at night, and they'll come, won't they? What if you call the unified dispatchers' office?

A: The staff will call the emergency office of the appropriate housing company and make the request.
