Sarma, who would eventually become head of the Montreal Protocol Secretariat in Nairobi, listened carefully to Shende—much to Shende’s surprise.

Many times the government really doesn’t care for the industry viewpoint in India. But the Ministry liked it. This is one of the rare times that the private sector is listened to very carefully. And the government built on [my] feedback regarding financing and developed a plan in a very diplomatic way by the Minister of Environment. All along, I was involved in the development of this plan … The Group of 77 and China appreciated this position.

Whenever the Indian team (usually somebody for foreign affairs and definitely somebody from the Ministry of the Environment) went to the negotiations, they took me along as a sort of, not a government guy, but an industry advisor. From 1988 on, I attended all the meetings of parties and even most of the technical sessions (source: Shende 1996, interview).
