Data and method

To explore these questions, I combine policy documents and qualitative interviews with key actors in the making of the corporate board gender quota reform in Norway.

The documents include the draft resolution, the formal proposition presented by the Government to the Parliament for voting (Proposition no 97 [2002–3]), two consultation letters – letters circulated by the Government for an open hearing of all interested parties, prior to drafting the formal proposition to Parliament (Public Consultation Paper 1999; Public consultation letter 2001) – and finally the replies to the public consultations: 62 letters in 1999 and 81 letters in 2001. All the documents are available in public governmental archives. In addition to these publicly available documents, I was granted access to a selection of documents from internal case files on the reform in the Ministry of Children and Family (MFC), where development of the policy instrument and preparation for policymaking was anchored. A partial content analysis of the documents was carried out in order to locate references to research papers and reports, as well as other sources of knowledge. I also analysed the argumentative strategies in the Proposition.

The interview material consists of 12 interviews with actors involved in the making of the reform, conducted as semi-structured in-depth interviews (Kvale and Brinkmann 2009). The interviews were conducted in 2008, and the interviewees were politicians and public administrators: policy advisors in the Ministry of Family and Children (MFC), the ministry responsible for Gender Equality policies and advisors in the Ministry of Justice, Police and Security (JPS), where the responsibility for legal regulations was located. The policy advisors quoted in this article were hands-on in the process of creating the reform and crafting the proposal.
