FINDINGS

Stories told in policy hearings establish cause, blame, and responsibility, which simultaneously justifies solutions of particular types (Fischer, 2003; Stone, 1997). As typical in policy deliberations, those who testified did not agree in their evaluation of the need for the proposed legislation. In this case, individual testimonies combined to form two competing stories: In the most common (49 of 63 testimonies), those who are disabled are pure victims who are morally worthy of receiving public assistance. In the second story (14 testimonies), those who are disabled – or who claim to be disabled – are depicted as morally unworthy of assistance.
