But have you thought of this: the state takes out 16 billion yuan directly and 90 billion yuan indirectly [for raises and welfare increases] and puts money in our pockets. The state certainly does not intend for the money to sleep in your pockets, or to be saved in the bank. The state hopes that you will spend it all. It has been fifty years since the founding of our country and there has never been such a strong state desire: to spend money is patriotic. If everyone spends, money will circulate in all spheres, markets will be energized, and the whole national economy will enter a positive cycle.

Therefore, you should be aware that your attitude toward consumption and your spending habits are already not only your own individual business. When you decide to spend your savings on an apartment, when you take out a loan from the bank to buy a car, when you lead your family out of stores, hands full of shopping bags, are you aware of this: when you enjoy the bliss of consumption, you also enjoy the pleasure of patriotism, since you are supporting the state.

Each of our destinies is now more closely linked to the state than ever. Let it begin with you. Let us go forward into consumption! And let us use the money the state gives us to help the state. (Hua Guoshun 1999: inside cover)
