The European Security and Defence Policy (ESDP) provides for the development of Europe’s own security capabilities. Under the auspices of the ESDP, the European Council has established, since 2000, permanent political and military structures to enable Europe to respond to crises independently of NATO. The Petersberg Tasks as set out in the Amsterdam Treaty (comprising humanitarian and rescue, peacekeeping and crisis management operations) form the bedrock of the ESDP. The Barcelona and Madrid reports (Centre for the Study of Global Governance 2004; 2007) argued for human security to be at the heart of the ESDP and set out the operational principles and capabilities required for a human security approach.
