The difference in propensity of each of the Four to bear the costs of serious intervention is associated with their preferences towards the geographical areas of intervention. Operations in Africa, the Middle East, and Europe are more perilous for the countries’ personnel than operations in America and Asia. Unlike the other countries, Spain participates in operations in the latter areas more than in the former ones, but Spain’s participation in operations in Africa and Europe is also quite important, and close to that of Italy (Figure 6.4).
