The BEQUEST Protocol

• The BEQUEST protocol is made up of three components:

• framework of urban development activities: planning, investment, design, construction and operation;

• procedures to follow and actions to take: the A-H of procurement;

• the appraisal and evaluation: procuring an assessment of SUD.

Framework of Urban Development Activities

In foregrounding SUD, BEQUEST has subdivided the urban development process by division of labour in the scientific and professional communities (Nijkamp, 1991). The division of labour in question is that of urban development: planning, investment, design, construction and operation (use, demolition and recycling). Representing the process of urbanisation as a life cycle of inter-related activities, the sustainable development issues that surface concern the environmental, economic and social structure, spatial level and time frames of sustainable urban development (Pugh, 1996; Mega, 1996; Miltin and Satterhwaite, 1996; Mazza and Rydin, 1997). These urban development activities and sustainable urban development issues are set out in Figure 10.1.
