2 “Agenda” and “strategic narratives” are used interchangeably in this chapter. The communicative goals of strategic narratives are, among others, to shape an agenda.

3 Judge Sérgio Moro explained in an interview the double meaning of “Lava Jato” and “car wash.” One of the first individuals investigated was the owner of a petrol station in Brasília, who was convicted for money laundering – not just bribes, but also drug money. The petrol station also had a car wash, so the case became known as Lava Jato. But the words have a second meaning: that you are laundering the money very quickly (Moro 2016, 20).

4 “Brazil’s foreign ministry” and “Itamaraty” are used interchangeably because, “until 1970, the headquarters of the Ministry of Foreign Affairs was the Itamaraty Palace in Rio de Janeiro – and, informally, the ministry came to be known by the name of the building that housed it” (Itamaraty [d] n.d.).

5 The African countries belonging to the CPLP are Angola, Cape Verde, Guinea-Bissau, Equatorial Guinea, Mozambique, and São Tomé and Príncipe (Itamaraty [c] n.d.). The other three countries are Brazil, Portugal, and Timor-Leste.
