Subscription/Transaction Charges

An alternative model involves users subscribing to a site, specialist areas within it or value added transactions. This method of raising revenue is one widely used in the US but requires users to register and to have access to adequate funds to pay for subscriptions over time. It also relies on users accepting the added value of the information to which they are subscribing.

The Public Records Office is using this model to fund the electronic provision of past census reports. Under this example the user can search for the records of an individual free of charge but if they wish to display the digitised image of the original census report for that individual there is a small charge. Customers need to buy a number of transactions up front (minimum of £5) using e-Commerce engines. This money is called off against transactions.

There is a large global specialist audience for this service given the current rates of interest in genealogy. The service for the first 1901 Census was only launched in January 2002. The site encountered volume problems on launch and had to be withdrawn for a time while the technical difficulties involved in the volume of required transactions were resolved.

The PRO plans to digitise more past census reports. It will be interesting over the next few years to monitor revenue across the Census releases to see if they generate enough income for the service to be self-sustaining.
