The Chilean governmentâs initial investment promotion strategy called for promoting âhigh technologyâ investment, without much regard to the nature of this investment or whether it was well suited to Chileâs specific business conditions. An assessment of Chileâs business environment in the early 2000s, when CORFO was beginning its effort to promote nontraditional FDI, underscores not only how poorly targeted and unresponsive CORFOâS initial investment promotion strategy was but also how much more effective it ultimately became.4
