Non-state terrorism

Some forms of non-state terrorism have already been discussed in earlier chapters. It should be evident already that their causes differ considerably from those of either internal or external state terrorism. State terrorism seems to be mostly caused by threats, real or imagined, to the state. Non-state terrorism seems mostly caused by occupation. At least that is the thesis of Robert Pape. Pape focuses his analysis primarily on martyr terrorism rather than on all forms of the phenomenon. What he says is that martyr terrorism emerges as a way of encouraging (making?) the enemy who occupies one’s country to leave. For him, ’Suicide terrorism is an extreme strategy for national liberation.’10 He cites as evidence of his causal account, the following struggles:11
