The PPAF model has important implications for the fragmentation and volatility of aid. For instance, in one case involving two PPAF program partners engaged in drinking water supply projects in the same geographic location, the fund was able to avoid duplication and negotiate a better division of labor based on the technical advantage of each partner. Similarly, the fund has helped its partners overcome issues of aid volatility by providing sustained access to financial resources. For example, when the Aga Khan Rural Support Program faced difficulties continuing a highimpact, community-managed infrastructure program in northern Pakistan due to the withdrawal of external funding, partnership with the PPAF gave the organization steady access to resources to continue and even expand the program's outreach. Such predictable access to funds is proving particularly crucial for small civil society organizations that are exposed to greater aid volatility due to the lack of required capacity and scale to attract external resources on a sustained basis.
