Therefore, over the long haul, welfare reform might have been promoting work, but its restrictiveness was also reducing access to assistance by those who needed it, with the result that it produced increases in extreme poverty, and at an accelerating rate with the onset of the Great Recession, when welfare reform’s restrictiveness persisted only to prove to be exceptionally inappropriate. It seems that welfare reform’s days as a success story have come to an end. The issue of what to do about increasing poverty has returned with full force. The welfare dependency frame prevented us from focusing on it, but now, given the dramatic increases in poverty, especially among disconnected single mothers, we can see that that frame had induced a myopia leaving the policy process blind to the weaknesses of welfare reform. Reframing the issue as one of poverty reduction cannot now come a moment too soon.
