Recommendations for Strengthening EU-U.S. Economic Cooperation in Asia

Create a Structured Dialogue Regarding China’s Market Economy Status (MES). Greater policy prioritization and urgency must be given to the creation of a U.S.-EU structured dialogue to consult over granting MES to China. In 2015, European and U.S. trade negotiators met for consultations over the U.S.-China BIT and EU-China comprehensive investment agreements.34 In the future, these conversations should be expanded to include China’s MES. If agreement cannot be reached over MES, the European Union and United States must work together to ensure there is an agreed process for addressing policy difference.

Develop a Joint Vision for Trade Policies in Emerging Sectors. The U.S. and EU trade negotiators should identify and then develop a roadmap for areas where international trade rules are scarce. To develop international trade and investment policies for these new trade spaces, a comparative analysis of TPP and bilateral EU FTAs should be undertaken to identify the early emergence of agreed-upon norms. This will be particularly important for standards related to IT.

Prioritize Dialogue on Asian Economics at the G7 Summit. As a leading economic forum that brings together the United States, European Union, and Japan, the G7 is a natural arena to deepen and enhance EU-U.S. economic cooperation in the region. Informal consultations related to the evolving economic dynamics of and trade patterns related to the Asia-Pacific region should be consistently on the G7 Summit agenda to ensure effective coordination on international practices and standards.

Establish a Transatlantic Dialogue on ASEAN Connectivity. Consideration should be given to developing a dedicated consultative mechanism related to EU and U.S. initiatives on enhancing ASEAN’s connectivity and infrastructure to avoid duplication and to ensure the highest international trade and investment standards.

Trilateralize Transatlantic Consultations with ASEAN. Consideration should also be given to developing a trilateral U.S.-EU-ASEAN consultation on an annual basis. Already, the United States and the European Union meet with their ASEAN partners at forums, yet the European Union and United States do not jointly participate in these sessions. A new forum would help to reinforce transatlantic unity in the region, while helping to facilitate the development of a mutual agenda in areas where policy interests converge, and thereby enable ASEAN to play a more central role in the Asian economic architecture.
