The provision of these KTTs took place under the “state-provided” model (Loan, 2002), in which the state was the sole producer and people were passive consumers. This model created a mass of homes that were egalitarian and uniform, features that were acceptable when the social structure was homogeneous, as it was during the Orthodox Socialism period.

In a heterogeneous social fabric, where housing needs are diverse, the physical forms of these condominiums and KTTs are no longer appropriate. Indeed, more recently, the appearance and structure of such homes have been transformed by their occupiers to adjust to new demands.
