On taking office in December 2012, President Pena Nieto saw fighting the drug war as a political liability. He hoped to follow a new agenda that put emphasis on education, energy, and the economy.[cdlxxxvi] But in politics, events have a way of shaping priorities. Continued violence has forced Nieto to confront the drug cartels. While Pena Nieto had pledged a new approach to reduce killings and kidnappings (and yet another reorganization of law enforcement), the summer of 2013 saw a return to Calderon’s strategy of targeting cartel kingpins. In July 2013, authorities captured the leader of Los Zetas, Miguel Angel Trevino Morales (“Z-40”).[cdlxxxvii] That same month, authorities detained three top members of the Michoacán-based Knights Templar for the murder of Navy Vice Admiral Carlos Miguel Salazar.[cdlxxxviii] In August 2013, Mexican authorities captured Mario Armando Ramirez Trevino of the Gulf Cartel, which controls marijuana trafficking through the Matamoros corridor across the border from Brownsville, Texas.

Nieto’s federal security spokesman has insisted that federal authorities are taking a more holistic approach, coordinating more closely with the attorney general, the military, and state governments, and producing a “20 percent drop in killings related to organized crime compared to the past.”[cdlxxxix] His statistics have been disputed.[cdxc] Nieto administration rhetoric has begun to resemble its actions, describing cartel bosses in Calderon-like terms as “traitors.” Many feel that fracturing the leadership has made the cartels more violent as new faces compete in the vacuum for control of the cartels. The violence persists and seems likely to continue, as cartels battle for turf and to protect their profits.
