Evolving Citizenship of the European Union

European Union citizenship as such was created by Article 8 of the Maastricht Treaty on the European Union, although several workers’ rights were previously available. The inclusion of citizenship in the Treaty of the European Union was a controversial decision aimed at fostering a sense of identity, and to bring the European Union closer to the people. The treaty based citizenship on the right of any national of a Member State to work and reside in any other Member State. In addition, the following rights were also included:

To vote and stand as a candidate in local and European elections in the country of residence.

To enjoy diplomatic protection from any other Member State while abroad.

To petition and to apply to the Ombudsman.

To appeal national judgments in the European Court of Justice and to have the court protect human rights and equal opportunity.
