Cooperative confusion: the tense and ill-defined legacy of regional partnerships in the GTA

Cooperation in the Toronto region has a low intensity, relative to the other cases, in all three areas of economic development. It has, historically, been strongest in the case of regional marketing. However, attitudes and public support for collective action have been negative amidst doubts about the effectiveness of regional associations and persistent political tensions. The intensity figures for all three partnerships are compared in Table A.2 in the Appendix.
