Jessica Petrovich activated her right turn signal and changed lanes. The pearl-gray Land Rover had turned left off Bestgate Road, headed for Raymond Burkeâs sprawling riverâs edge estate about a mile and a half awayâthe two escort vehicles continuing down Bestgate. She timed the turn perfectly, giving Daniel a clear view down Severn Grove Road to confirm that the Land Rover hadnât made a quick turnaround.
âLooks like heâs headed home,â said Daniel.
âWeâll see,â said Jessica.
She turned into an apartment complex entrance a few hundred feet from the intersection and brought them to a parking spot facing Severn Grove Road. Theyâd sit here for another thirty minutes, just in case the entire trip was a feint. In the three days theyâd followed Burke out of D.C., this was the second night in a row that heâd headed to his Annapolis property. Heâd spent the first night in his Georgetown brownstone. The two properties identified by the FBI within reasonable commuting distance to the White House.
Somewhat surprisingly, following Burke had proved to be simple enoughâwith the right information and a little high-tech magic. Since Graves and Gupta had managed to identify several armored SUV leases arranged through one of Burkeâs private corporations, including make, model and license plates, all Jessica and Daniel had to do initially was park on Pennsylvania Avenue, less than a block from the White Houseâs E Street NW vehicle security checkpoint, and identify one or more of those vehicles.
The hardest part had been securing the parking spot, which required an early morning visit. They set up two digital surveillance cameras, one looking through the front windshield, the other out of the rear cargo compartment window. Both hooked to one of G&Gâs laptops, running license plate identification software. Since they couldnât sit in the SUV all day without drawing the wrong kind of attention from the Secret Service and D.C. Metro Police, they let the system run until lunch before checking.
Both cameras had caught the pearl-gray Land Rover headed west on Pennsylvania Avenue, correctly identifying the front and back license plates as it passed their parked vehicle. The Land Rover had been part of a three-vehicle convoy, each vehicle similarly identified by the system to be one of the armored SUVs leased by Burkeâs corporation. When the lead and rear Land Rovers peeled off onto Fifteenth Street NW at the White House vehicle security checkpoint, they assumed the pearl-gray SUV that continued through the gate to be the one carrying Raymond Burke.
The use of private vehicles also strongly suggested that Burkeâs security team was privateâlikely sourced from True Americaâs mercenary armyâand not provided by a federal agency. An important detail for planning Burkeâs abduction. Sanderson made it clear that lethal force would not be used against legitimate law enforcement agents. An understandable rules-of-engagement restriction, given the bigger picture. Killing a government agent or police officer would poison the entire operation.
Jessica and Daniel then decided to take a slight gamble and return around four in the afternoon, to monitor the system for Burkeâs departure, hoping he hadnât left early.
