Costs and Burdens of Mandatory

GM Labeling

Aside from the lack of a legitimate purpose for it, another consideration weighing against mandatory GM labeling is the substantial cost of such a requirement. This chapter summarizes the economic costs, trade disruption, and other burdens resulting from mandatory GM food labeling regimes. These are not hypothetical, but are increasingly being experienced today across the globe as a result of mandatory GM labeling laws. In particular, mandatory labeling in Europe and Asia is imposing significant economic and opportunity costs without commensurate benefits, over and above the global disruptions being triggered by general opposition to biotechnology crops. Four types of costs, disruptions, and burdens are discussed below:

the direct costs of testing and segregation of GM products to comply with mandatory labeling requirements;

economic distortion of markets resulting in decisions to forgo GM products notwithstanding the benefits and market demand for such products;

food shipment disruptions; and

consumer confusion.
