The answer is #3 because even a short workout is better than none at all. If the weather is too hot or cold to go outside, walk the halls of your building or, if they are accessible, climb the stairs. Doing the latter gives you a great workout in a short time. If exercising leaves you with no time to eat, have your lunch or a protein bar or shake at your desk.
