I had already made enquiry into the cause of such numbers deserting during my leave of Absence as I was no less surprized, having put every Man onboard the Guardship at Spithead, that cd. be suspected: but I found the Officers had constantly the Watch & Centurions I had order’d, and Petty Officers to pick up the seamen on shore; several of which they had taken up & sent off to the guardships for Neglect of Duty: Indeed very few of those gone will be of any loss to the service, unless they should ever recover the Pay their desertion has forfeited.

I must beg leave to assure their Lordships that had I the least reason to imagine it was owing to any neglect, or want of Discipline in the officers, I should have thought it my Duty to have represented it; but I can only impute it to the Natural Levity in Seamen and the Mixture of which a new Ship’s Company is mostly composed of.
