“Mr. Tilman”, says a voice from the balcony... it is the Queen. Now, the audience already knows that the Queen enjoys plays, so it makes sense that she is here. But her presence in the audience has been carefully concealed until this moment... the most dramatic moment to reveal it. The Queen steps down to the stage, saying she does not attend immoral performances and asks to see Thomas Kent... Viola bows before the Queen as a man would. The Queen says the illusion is remarkable, and Tilney being fooled is forgiven. Thomas Kent is obviously a boy. Here we have another “who knows what” moment, because the Queen *knows* that this is Viola. The audience knows that the Queen is not being fooled, but allowing this masquerade.
