Ezekiel

Although only some of the following texts in Ezekiel refer explicitly to the making of a future covenant, their relevance to the discussion is not in doubt: whereas Jeremiah speaks of an internalization of the Torah, Ezekiel speaks of an inner renewal involving a heart transplant and the conferral of a new spirit.

Ezekiel 11:16–20

Coming near the end of a section that has sketched out Yahweh’s staged withdrawal and its inescapable consequences for Jerusalem, this passage answers Ezekiel’s expressed anxiety over the complete annihilation of Israel’s remnant (Ezek. 11:13). Whereas the Jerusalemites had evidently written off the exiles as divine rejects (Ezek. 11:15), Yahweh disabuses them of any such notion with the reassurance of future restoration to the land (Ezek. 11:17). However, as well as repatriation, Yahweh speaks in terms of regeneration;70 physical restoration will be accompanied by spiritual renewal (Ezek. 11:19; cf. Jer. 24:7; 31:33; and esp. Jer. 32:39) that has as its goal a new attitude to God’s revealed will (Ezek. 11:20a; cf. Ezek. 11:18) and a genuine divine–human relationship (Ezek. 11:20b).71 The latter is expressed by the covenant formula, here introduced by Ezekiel for the first time.72 The use of the formula marks the covenantal significance of this new scenario that Ezekiel here envisages. However, lest any of the exiles should be tempted to take all this for granted, the warning with which the oracle ends (Ezek. 11:21) is a salutary reminder that even the blessings of the new covenant will not follow automatically, but are contingent upon genuine repentance and faith.73
