It is vital that the technological dimension of national security is clearly understood. Without technological leadership, India will not be able to occupy the place it deserves in the international order. Technology is not a panacea for the country’s problems but it is necessary for its well-being. In ancient times, Indian thinkers were alive to the potential of science and technology. Somewhere down the line, the leadership in scientific thinking was lost. Fortunately, the awareness of technology’s potential is rising, but India remains far from the top position. India must realize that without the use of technology it will remain vulnerable to security threats and its developmental ambitions will remain unfulfilled. It will remain a weak state at the mercy of others if it does not become self-reliant through all areas of the technology cycle, from fundamental research to commercial products.

Like China, India needs to make large investments in human resources, education and science and technology institutions. It urgently needs to create a robust ecosystem of innovation which combines basic research, design and development with productionization. Unfortunately, despite the existence of extensive science and technology infrastructure, India’s contribution to original research, products and national self-reliance in strategic areas is still meagre. There are many structural factors responsible for this, including the lack of a conducive education system, absence of incentives for R&D, debilitating dependence on foreign technologies, the low share of the private sector, the absence of a robust synergy between the government, academia and the industry, and the relative lack of attention to R&D. The political leadership must realize that without leadership in science and technology, India cannot hope to be a vishwaguru. A robust innovation system will benefit national security, economic development and society.
