Kelly wasted no time calling Jonathan with the information at hand.

“It’s trouble, Jonathan. They’re bringing in a bomber. Nobody knows him yet…Shihab hasn’t even met the guy. They will meet for the first time in Mexico. Hector will see that he gets into the country. After that, according to Shihab, he’s on his own. They are staying together while he’s in the country and before the bombing, but it’s hands off as far as Shihab is concerned. He has nothing to do with the when and where of the bombing. There may be other developments. Call Hector to see what he knows and get back to me. We really need to know what he looks like and some way to keep him under surveillance.

“I told Shihab I’d be looking for another target, but I’m sure he thinks it’s a lost cause—I could see it in his eyes. He’s about ready to jump ship. All he needs is one more negative comment from his superiors. He’s running scared.”

“I’ve been thinking about that and have discussed the ‘jumping ship’ option with Hector. We’ve come to the conclusion that his talk about coming over may be a setup to confirm our involvement in the failed missions. These guys are not stupid and may be thinking there is just a bit too much coincidence in the failure of the last two missions. We could be wrong, but it’s worth considering.”

“You may be right on Jonathan, but I put more credence in what I see in a man’s eyes.”

“I’d never bet against you on that. I’ll be in touch.”
