All residents of the State of California shall be required to present a State Services Eligibility Identification Card (“the Card”) in order to obtain any state, county, or municipal services, permits, licenses, financial assistance, or other entitlements. The Card will be issued by the California Public Services Bureau (“CPSB”), the establishment of which is mandated by this law.

Valid proof of legal residency in the United States and the State of California must be presented to obtain the Card. Legal residency in the United States may be proven with one of the following: an official copy of a birth certificate issued by a United States county, bearing county seal; federal naturalization documents; federal permanent resident card; H1/L1 work visa; or other federal visa that grants legal residency status for a minimum of two years. Valid California residency may be established with a current California driver’s license or California Identification Card issued by the Department of Motor Vehicles, and a current utility bill from the applicant’s primary dwelling.
