Meanwhile Sullivan was informed of the projected Huyser mission to Tehran, on January 2 in a telephone conversation with the commander of allied forces in Europe General Alexander Haig, and the next day in another telephone conversation with the undersecretary of State David Newsom. As seen in section 24, General Huyser came to Iran on January 4 and stayed until February 3, to urge the Iranian generals to support the newly installed Bakhtiar government and to prepare a military takeover in case of Bakhtiar’s failure to maintain order. Concerning the rest of January and the first days of February, Sullivan notes in his memoirs that in spite of his own efforts to promote a smooth transition, “Brzezinski and Bakhtiar continued to make preparations to produce a confrontation,” Huyser “continued to receive his instructions designed to brace the military for a confrontation,” and he “foresaw, as a result of the policy the United States government seemed to be pursuing, an all-out clash between the military and the forces of the revolution.”16
