THE AMBASSADOR’S WITNESS

The United States was neutral in 1915, staying out of the World War for another two years. Its ambassador in Istanbul, Henry Morgenthau, was uniquely positioned to observe what was happening to the Armenians, both as an accredited diplomat and as a personal friend of the highest officials in the Ottoman government. In his dispatches to the Department of State, his personal diary, and a subsequent memoir, Morgenthau provided informed and insightful reports on the thinking of the Young Turk leaders.68 As a contemporary witness Morgenthau’s account influenced generations of readers, including historians, and in many ways created the template through which the Genocide has been understood. As remarkable as his recording was, it needs to be seen critically as the testimony of a man of his own time with all the attendant prejudices of the early twentieth century, as well as appreciated as the view of a sensitive and engaged observer.
