On Measures to Compromise the Decision of the Nobel Committee to Award the Peace Prize to A. D. Sakharov (excerpts)
On October 9, the Nobel Committee adopted a resolution to award Sakharov the Peace Prize, obviously for provocative purposes, in order to support his anti-Soviet activities and on that basis to consolidate hostile-minded elements within this countryâ¦.
We consider expedient the following measures:
1. Direct the Central Committeeâs Department of Science and Education Institutions and Department of Propaganda, in cooperation with the Presidium of the USSR Academy of Sciences, to prepare, on behalf of the Presidium of the Academy of Sciences and prominent Soviet scientists, an open letter to be published in Izvestia condemning the action of the Nobel Committee in awarding the Peace Prize to a person who has embarked on the path of anticonstitutional, antisocial activity, which, to our great sorrow, unwittingly compromises the above-mentioned august body.
2. The editorial board of the newspaper Trud should publish a satire portraying the award of the Nobel Peace Prize to Sakharov for the sum of $122,000 as a reward from Western reactionary circles for his continual slandering of the Soviet social and state order.
3. Transmit to the West via the news service APN materials that support the idea that awarding the Peace Prize to a person who has spoken against détente ⦠goes against the policy of the Soviet government and worldwide progressive forces, which is structured toward achieving international détente and disarmament.
4. Using the channels of the KGB, promote articles in the West showing the absurdity of the decision to award the Peace Prize to the inventor of a weapon of mass destruction.
5. When pressured to allow Sakharov to go abroad to receive the Nobel laureate medal and cash award, it appears necessary to refuse him permission on the grounds that he is in possession of state and military secrets. In case other options arise, the matter should be resolved according to the demands of the specific situation.
