Ashurbanipal was determined to find a resolution to the Elamite problem. This city-state had all too often seized the opportunity to both interfere in and support Babylon as Assyria had sought to impose its hegemony over the region. It was certainly a vengeful Ashurbanipal who launched two major campaigns against Elam â one in 647 BC and another the following year.
