This writer also predicted revolution or civil war and a potential mass mental breakdown as other probable consequences. And, in a following article, Professor Liebmann Hersch stated that if Europe engaged in another war, it would be one of inevitable aerial horrors (especially CBW) which would result in the end of Western civilisation and the future control over Europe by another civilisation and/or racial stock (pp. 274-314).

The last selection that shall be noted here from this astonishing book is by Dr Gertrud Johanna Woker, then head of the Institute of Physico-Chemical Biology at the University of Bern, who wrote on ‘Chemical and Bacteriological Warfare’. Her article quotes one authority after another who affirm that the next war would involve air raids on civilians consisting of high explosive, incendiary, gas and bacteriological inundations which would be horrible beyond imagination. Millions would die in the opening hours of warfare and a city as large as Paris could be ‘annihilated’ in the very first hour. She presents page after page of such prophecies with never a glimmer of hope, a possible chance of defence, or a possible means of restriction (pp. 354-91).

What Would Be the Character of a New War? clearly shows that the thinking in England as described in this chapter was part of an even more general climate of opinion about aerial warfare. The particularly vulnerable situation of the English would naturally make them hypersensitive to these concepts which were so generally accepted. Now it is time to turn to an analysis of military developments in thought and deed in these aerial concerns and to see how they correlated with the trends described in this chapter.
