British See Signs of Rift.

The first signs of a break in this Nazi-Soviet collaboration appeared a little more than two months ago, in the British view, when Russia, in notes to Bulgaria, Romania, Yugoslavia, and Turkey, indicated displeasure at Germany’s Balkan sweep.

If any shift in foreign policy is indicated by Stalin’s assumption of the Premiership, it was believed, it may be in the direction of strengthening Russia’s policy of defense against involvement in the war and “full mobilization against all surprises.” Today’s development may portend further isolation from both sides, in fear of being drawn into the spreading conflict.

Stalin and other top-ranking officials in the past two or three weeks have been drumming repeatedly on the theme of defense and building up Red Army strength to the maximum under Stalin’s order to “keep your powder dry.”
