The other issues faced by the authority is in the form of fractured regulation in the peri-urban areas of the region [31], i.e., area between the municipal boundary and planning boundary.

10.Vision—The most important skill of the planners and the last principle of this theory deals with the accurate predictions of the time horizon. The vision should inculcate all the stakeholders’ perspective in a constructive and achievable notion [5]. In terms of SMART vision, it should be specific, measurable, achievable, realistic, and time-bound. The important part is to foresee the impacts of the proposal in the long term [3].
