The age requirements for appointment in the reserve corps were adopted after a thorough study of all factors involved, and have been adhered to consistently since their adoption, many applicants otherwise splendidly qualified and in every way desirable having been denied solely on the basis of age. Should exception have been made in the case of Mr. von Neumann the position of the War Department in denying similar considerations in other deserving cases where the age limit has been exceeded by a brief period would be untenable.
