Purpose: This is the potential energy function Ve(r) for the electrostatic part of the electromagnetic interaction between two particles or uniformly charged spherical objects whose charges are q1 and q2 and that are separated by a (center-to-center) distance r. We call the constant 1∕4πε0 (which we write that way for historical reasons) the Coulomb constant: 1∕4πε0 = 8.99 × 109 N·m2/C2.

Limitations: This equation strictly applies only to particles (or spherical objects) at rest, but is a good approximation as long as the particles’ speeds are small compared to the speed of light.
